99% of the time this is caused because the SNAT was not configured. It was over looked in the Virtual Server configuration.
Below you see that data is being received but not sent out. You see the “Bits” and “Packets” are 0:
To fix this, go to the “Source Address Translation” in the Virtual Server configuration and select “Auto Map“:
